\\The Defence Acquisition Council (DAC), in its first meeting after the new defence minister took over, has cleared one of the most delayed projects – Artillery Guns (Howitzers) under the ‘Buy and Make’ program. The DAC has given its nod to float Request for Proposal (RFP) for 814 artillery guns (155mm/52 calibre) worth INR156bnWhile 100 guns will be bought off-the-shelf, the balance 714 will be made in India. Last of such guns (Bofors) were purchased way back in the 1980s and since past 15 years purchase of these guns have been put on the back burner. These artillery guns purchase is part of the Field Artillery Rationalisation Plan (FARP), which is likely to add over 4,000 guns across 220 artillery regiments - standardised at 155mm/52cal. The clearance is the first block of 814 mounted guns for 40 regiments of the Indian Army. Players catering to such demand include Bharat Forge (with Elbit Systems, Israel), L&T (with Nexter of France) and Tata Power SED, in addition to the Ordinance Factory (with Bharat Electronics). Indirect beneficiaries include Tata Motors, Ashok Leyland and Bharat Electronics (BEL). The integrated air command and control system, which integrates all ground and air censors worth INR71.6bn, has also been cleared. Some other decisions that have been postponed include: (1) the AVRO replacement as the Tata-Airbus combine was the lone player in fray; and (2) acquisition of additional 106 Swiss Pilatus basic trainer aircraft.

Indian companies in fray for this order have tied up with foreign partners – Bharat Forge with Elbit Systems of Israel, L&T with Nexter of France, Tata Power SED with Denel of South Africa and Ordinance Factory with BEL. The integrated air command and control system, which integrates all ground and air censors worth INR71.6bn, has also been cleared.
